Chertoff, the man ultimately in charge of FEMA, complains that we were hit simultaneously by two disasters - a hurricane and a flood. He doesn't even have someone to brief him that floods are part of hurricanes. These are the people that should protect us and win in Iraq.

let me throw a stone
As deep as I hate stealing, what is the big deal with "looting"....People lost everything. Better think as what can be done to relieve those left exposed to the calamity. Someone needs to answer for this mismanagement.
