Dear Friends and Colleagues

This is how Ahmadinejad started his speech at the UN. Understand the friends part, but who are the colleagues? Colleague is defined as
A person with whom one works, esp. in a profession or business.
What common profession (politician?) or business (atomic bomb) ? Or was he aiming for collegiality.
